American Democratic politician who served as Chief of Staff under United States President Jimmy Carter. He ran for a seat in the Georgia Senate, but lost to the Republican candidate. He attended the University of Georgia and studied political science. He was unable to enter military service due to a leg injury; however, he traveled to Vietnam to provide civilian assistance.
