After serving as a Member of the New Zealand Parliament and as New Zealand Minister of Building and Construction, this Labour Party politician was appointed his country's Ambassador for Pacific Economic Development. Upon completing B.A. and M.P.A. degrees from Auckland University, he studied at Harvard University's Kennedy School of Government.
