Major in the Salvadoran Army and political leader who founded the Nationalist Republican Alliance (ARENA), which he led from 1980 to 1985. He commanded death squads during the beginning of the Salvadoran Civil War and tortured and killed thousands of civilians. He graduated from the national military academy in 1963.
