Member of the Democratic Party who served in the Delaware General Assembly, and in the U.S. House of Representatives from 1937 to 1939. He worked as an agent, telegrapher, and train dispatcher for the Pennsylvania Railroad in 1902, before working in the real estate business in 1922.
