Estonian politician who served as Prime Minister of Estonia from 1919 to 1920 and as the Foreign Minister of Estonia from 1931 to 1932. He was notably a part of the Estonian delegation at the Paris Peace Conference. He studied law at the University of Tartu and it was there that he joined the young fraternal Estonian Students' Society, a group which played an important role in the national movement in the late 19th and early 20th century.
