Member of the Republican Party who served as Governor of Delaware from 1905 to 1909. He abolished the state pillory and passed a law requiring children to attend at least three months of schooling. He took over his father's flour mill company, William Lea & Sons, and was also the President of the Wilmington Board of Trade in 1873.
