Estonian politician who served as his country's Prime Minister in duties of the President from 1990 to 1992 after being the Prime Minister in exile for twenty years prior. He was educated at the University of Tartu before moving to Sweden in 1944, where he worked as an assistant at the National Committee of Foreigners.
