Estonian politician who became Prime Minister of Estonia in 2005 after serving as the Minister of Economic Affairs and Communications. He announced his resignation in March of 2014. He studied chemistry at the University of Tartu before becoming an Instructor in the Industry Department and Head of the Organisational Department of the Tartu District Committee of the Estonian Communist Party from 1986 to 1988
