After living and working in Japan, Poland, and Cyprus as a United States Foreign Service official, Howard became both United States Assistant Secretary of Defense for Public Affairs and Under Secretary of the Navy. After serving in the United States Marine Corps during the early 1960s, he earned his bachelor's degree from the University of Chattanooga and his master's degree from the University of Tennessee.
