Austrian-American lawyer who served in the United States Foreign Service. He was the General Counsel for the Navy Department in Washington D.C. and also served in the Bureau of United Nations Affairs. He attended Yale University and graduated in 1937 before going on to obtain his law degree from Harvard Law School.
