This Democratic Party politician served from 1965 until 1971 as a United States Representative from California's thirty-eighth district and subsequently held a six-year term as a United States Senator. While in the Senate, he penned a piece of anti-trust legislation known as the Tunney Act. After earning his bachelor's degree from Yale University, he entered the University of Virginia School of Law. He subsequently joined a New York City-based legal practice.
