The Democratic Party Mayor of Boise, Idaho from 1929-1933, he later served his state as a United States Senator. In the years following the Great Depression, he was responsible for the Tennessee Valley Authority's recovery efforts. After graduating from Louisiana Tech University (then called the Louisiana Industrial Institute) in his home state, he earned a law degree from the University of Chicago.
