English politician who served as House of Lords Leader of the Liberal Democrats during the first decade and a half of the 21st century. From 2010 to 2013, he also served as Minister of State for Justice. He was first elected to the House of Commons in 1979 while a member of the Labour Party. He later joined the Social Democratic Party.
