Papua New Guinean politician who served as the nation's Prime Minister from 1985 to 1988, and then again from 1992 to 1994. He attempted to promote an independent foreign policy while in office by enhancing relations with the Soviet Union, U.S., Japan and China. He studied Economics at the University of Papua New Guinea.
