Bio:

Congolese politician who was foreign minister from 1999 to 2000, and one of four vice-presidents of Congo in 2003. He was involved in an International Court of Justice case (The Arrest Warrant Case) in 1998, where he encouraged people in the DR Congo to kill members of rebels against the government, including ethnic Tutsis.
