Estonian politician who served his country as its Prime Minister in duties of the President from 1940 to 1945. His government operated underground and he helped for the Estonian resistance to the Nazi occupation regime. He studied law at St. Petersburg University before becoming an editor of the Kaja newspaper in 1919.
